State Sector and Public Finance Reform Bill

Proposed motion to divide Bill into 3 Bills

Hon Dr Jonathan Coleman, in Committee, to move as follows:

That the enacting words, clauses 1 and 2, Part 1, and Schedule 1 be a separate Bill, and that the enacting words, clauses 1 and 2, and the Part 1 heading be replaced with:

The Parliament of New Zealand enacts as follows:

1 Title

  • This Act is the State Sector Amendment Act 2013.

2 Commencement

  • (1) Section 56 and Schedule 1 come into force on the earlier of—

    • (a) a date appointed by the Governor-General by Order in Council; and

    • (b) 2 years after the date on which this Act receives the Royal assent.

    (2) The rest of this Act comes into force on the day after the date on which it receives the Royal assent.

That Part 2 and Schedules 1A to 3A be a separate Bill, and that the Part 2 heading be replaced with:

The Parliament of New Zealand enacts as follows:

1 Title

  • This Act is the Public Finance Amendment Act 2013.

2 Commencement

  • (1) Subpart 3 of Part 2 comes into force on 1 July 2014.

    (2) The rest of this Act comes into force on the day after the date on which it receives the Royal assent.

That Part 3 and Schedules 3B to 4 be a separate Bill, and that the Part 3 heading be replaced with:

The Parliament of New Zealand enacts as follows:

1 Title

  • This Act is the Crown Entities Amendment Act 2013.

2 Commencement

  • (1) Subpart 2 of Part 3 comes into force on 1 July 2014.

    (2) The rest of this Act comes into force on the day after the date on which it receives the Royal assent.

Explanatory note

This Supplementary Order Paper divides the State Sector and Public Finance Reform Bill into the following 3 Bills:

  • State Sector Amendment Bill:

  • Public Finance Amendment Bill:

  • Crown Entities Amendment Bill.
