Vulnerable Children Bill

Proposed motion to divide Bill into 3 Bills

Hon Paula Bennett, in Committee, to move as follows:

That the enacting words, clauses 1 and 2, Part 1, and Schedules 1 and 2 be a separate Bill, and that the enacting words, clauses 1 and 2, and the Part 1 heading be replaced with:

The Parliament of New Zealand enacts as follows:

1 Title

  • This Act is the Vulnerable Children Act 2014.

2 Commencement

  • (1) This Act comes into force on the day after the date on which it receives the Royal assent, except as provided in subsections (2) and (3).

    (2) Section 18 and subpart 3 come into force on a date or dates to be appointed by the Governor-General by Order in Council, and 1 or more Orders in Council may be made appointing different dates for different provisions.

    (3) Any provision not brought into force earlier comes into force 2 years after the date on which this Act receives the Royal assent.

That subpart 1 of Part 3 be a separate Bill, and that the Part 3 heading and the subpart 1 heading be replaced with:

  • This Act is the Children, Young Persons, and Their Families (Vulnerable Children) Amendment Act 2014.

2 Commencement

  • (1) This Act comes into force on the day after the date on which it receives the Royal assent, except as provided in subsections (2) and (3).

    (2) Sections 101, 104 to 123, 125(3), and 126 to 137 come into force on a date or dates to be appointed by the Governor-General by Order in Council, and 1 or more Orders in Council may be made appointing different dates for different provisions.

    (3) Any provision not brought into force earlier comes into force 2 years after the date on which this Act receives the Royal assent.

That subpart 2 of Part 3 be a separate Bill, and that the subpart 2 heading be replaced with:

  • This Act is the KiwiSaver (Vulnerable Children) Amendment Act 2014.

2 Commencement

  • This Act comes into force on the day after the date on which it receives the Royal assent.

Explanatory note

This Supplementary Order Paper sets out a motion to divide the Vulnerable Children Bill into the following 3 Bills:

  • Children, Young Persons, and Their Families (Vulnerable Children) Amendment Bill:

  • KiwiSaver (Vulnerable Children) Amendment Bill.
