Children, Young Persons, and Their Families (Oranga Tamariki) Legislation Bill

Proposed motion to divide Bill into 2 Bills

Hon Anne Tolley, in Committee, to move as follows:

That the enacting words, clauses 1 and 2, Part 1, the Part 2 heading, subparts 1, 2, 3, and 5 of Part 2, and Schedules 1 to 4 be a separate Bill, and that the enacting words and clauses 1 and 2 be replaced with:

The Parliament of New Zealand enacts as follows:

1 Title

This Act is the Children, Young Persons, and Their Families (Oranga Tamariki) Legislation Act 2017.

2 Commencement

(1)

Sections 3 to 3C, 4(1A) and (1B), 20(6), 21(2), 26, 49(4), 66A, 71(3), 79(2), 111, 119, 121, 121A, 122, 122A, 127, 128, and 131 to 139 and Schedules 1, 3, and 4 come into force on the day after the date on which this Act receives the Royal assent.

(2)

The rest of this Act comes into force on a date appointed by Order in Council, and 1 or more Orders in Council may be made bringing different provisions into force on different dates.

(3)

Any provisions of this Act that have not earlier been brought into force come into force on 1 July 2019.

That subpart 4 of Part 2 be a separate Bill, and that the subpart 4 heading and clause 131 be replaced with:

The Parliament of New Zealand enacts as follows:

1 Title

This Act is the Vulnerable Children Amendment Act 2017.

2 Commencement

This Act comes into force on the day after the date on which it receives the Royal assent.

3 Principal Act

This Act amends the Vulnerable Children Act 2014 (the principal Act).

Explanatory note

This Supplementary Order Paper divides the Children, Young Persons, and Their Families (Oranga Tamariki) Legislation Bill into 2 Bills as follows:

  • Children, Young Persons, and Their Families (Oranga Tamariki) Legislation Bill:

  • Vulnerable Children Amendment Bill.
