Clause 19
In clause 19, new section 171A(2), after “177” (page 9, line 19), insert “, and any person who commits an offence under this section is liable on conviction to imprisonment for a term of at least 8 years”.
Schedule
In the Schedule, after the item relating to the Sentencing Act 2002 (page 19, after line 7), insert as the first amendment:

The court must sentence an offender to imprisonment for a term of at least 8 years if convicted of the offence of manslaughter by a strike to the head or neck under section 171A of the Crimes Act 1961.
Explanatory note
This Amendment Paper amends the Crimes Amendment Bill to introduce an 8‑year minimum mandatory sentence for the new offence of manslaughter by strike to the head or neck (commonly known as a coward punch). The bill recognises the seriousness of coward‑punch attacks by creating a standalone manslaughter offence with a maximum penalty of life imprisonment. However, without a statutory minimum, sentencing outcomes may vary significantly. This amendment ensures a consistent and serious baseline penalty for conduct that causes death through a sudden, unprovoked strike.
