Electricity (Disconnection and Low Fixed Charges) Amendment Bill

Proposed amendments

Hon Tariana Turia, in Committee, to move the following amendments:

Clause 4

To insert the following new subclause before subclause (1) (before line 10 on page 1):

  • (1AA) Section 172B(1) is amended by inserting after “low-use consumers” the words “and low income consumers,”:

To insert the following new subclause after subclause (1) (after line 13 on page 1):

  • (1A) Section 172B(2) is amended by inserting the following definition after the definition of fixed charge:

    low income consumer means a domestic consumer who has a total income less than a sum specified in regulations:

To omit subclause (2) (line 14 on page 1 to line 2 on page 2) and substitute the following subclause:

  • (2) Section 172B(3) is amended by inserting the following paragraphs after paragraph (a):

    • (ab) specifying which domestic consumers are low-use consumers (these types of consumer may, for example, vary according to the particular area of New Zealand in which the domestic premises are situated, or according to whether the domestic premises are the domestic consumer’s principal place of residence):

    • (ac) specifying a sum for the purpose of defining a low income consumer:

To add the following subclause after subclause (3) (after line 13 on page 2):

  • (4) Section 172B(3)(b) is amended by inserting after “low-use consumers” the words and “low income consumers”.

Explanatory note

This Supplementary Order Paper amends the Electricity (Disconnection and Low Fixed Charges) Amendment Bill to provide for reduced rates of electricity for low income consumers.
