Waste Minimisation Bill
Proposed amendment to spending of levy money by territorial authorities
Nicky Wagner, in Committee, to move the following amendment:
Clause 30
To omit clause 30 and substitute the following:
30 Spending levy money by territorial authorities
(1) A territorial authority may spend the levy money it receives under section 29 only—
(a) on matters to promote or achieve waste minimisation; and
(b) in accordance with its waste management and minimisation plan.
(2) In funding waste services through the waste levy, a territorial authority must treat private enterprise, council-controlled organisations and their own in-house operations on an equal basis.
Explanatory note
This Supplementary Order Paper amends the Waste Minimisation Bill. The proposed amendment requires territorial authorities to treat all organisations providing waste services equally.
