Proposed amendments
Kennedy Graham, in Committee, to move the following amendments:
Clause 70
Subclause (2): to omit “or any”
(line 3 on page 41).
Subclause (3): to omit “(without limitation)”
(line 7 on page 41).
Clause 73(1)
To add the following paragraph (after line 6 on page 44):
(c) must consult the cross-party forum.
Explanatory note
This Supplementary Order Paper amends the Canterbury Earthquake Recovery Bill. As it stands, the Government can change or override any law in the country until 2016 without any Parliamentary oversight or independent checks. The amendments to clauses 70 and 73 would mean the Government can only change laws that are relevant to the recovery effort in Christchurch. It would also require the Government to consult with other parties on the Orders in Council made in relation to the Act so there will be some opportunity for democratic input into the system.
