Explanatory note
This Supplementary Order Paper amends the Misuse of Drugs Amendment Bill by omitting clause 4, which broadens the definition of section 22 of the Misuse of Drugs Act 1975 by prohibiting the sale, importation, and supply of drug utensils; including pipes, other utensils or identifiable components of a pipe or another utensil. There is no merit in placing further restrictions on drug utensils when an evidence base for doing so has not been established.
