Proposed amendments
Dr Russel Norman, in Committee, to move the following amendments:
Clause 6, new section 8B:
In clause 6, new section 8B(1)(a), delete “in accordance with the Government's requirements”
(lines 30 and 31 on page 7).
In clause 6, new section 8B(1)(a), after “and foreign organisations”
(line 33 on page 7), insert “only to the extent necessary to protect New Zealand from threats to its external security”
.
In clause 6, new section 8B(1)(b), after “about”
(line 34 on page 7), insert “external”
.
In clause 6, new section 8B(1)(c)(ii), replace “person or”
(line 1 on page 8), with “New Zealand public”
.
In clause 6, new section 8B(2), after “and assistance to, any”
(line 6 on page 8), insert “New Zealand”
.
In clause 6, new section 8B(2), delete “(whether in New Zealand or overseas) and any other entity authorised by the Minister for the purposes of this subsection”
(lines 6 to 8 on page 8).
Explanatory note
This Supplementary Order Paper amends clause 6 of the Government Communications Security Bureau and Related Legislation Amendment Bill to tighten section 8B (Intelligence gathering and analysis) to be clear that only New Zealand public agencies can receive intelligence, rather than foreign agencies or private agencies.
