Proposed amendments

Clause 27A
In clause 27A(1), replace “2041”
(page 22, line 3) with “2031”
and “25”
(page 22, line 4) with “15”

After clause 27A(3)(a)(page 22, after line 10), insert:

the effect of this Act on the agreements expressed in the Deed of Settlement referred to in the Preamble of the Treaty of Waitangi (Fisheries Claims) Settlement Act 1992; and

In clause 47, after new section 113AC(7) (page 29, after line 17), insert:

The review panel appointed under section 27B of the Kermadec/Rangitāhua Ocean Sanctuary Act 2016 must review the provisions of this section following the review of the Kermadec/Rangitāhua Ocean Sanctuary Act 2016 under section 27A of that Act.
Explanatory note
This Supplementary Order Paper amends clause 27A relating to the review of the operation of the Bill in respect of the timeframe for review to ensure that the impact of the Bill on the 1992 Deed of Settlement between the Crown and Māori is included as a term of reference for the review. In order to maintain the agreements reached and the integrity of the 1992 Deed of Settlement and the ensuing provisions contained in the Treaty of Waitangi (Fisheries Claims) Settlement Act 1992 and the Fisheries Act 1996, this Supplementary Order Paper amends clause 47 by inserting new section 113AC(8), which ensures that relevant provisions of the Fisheries Act 1996 will be reviewed following the statutory review under clause 27A of the Kermadec/Rangitāhua Ocean Sanctuary Bill.
