This Supplementary Order Paper amends the Education Amendment Bill. The change in policy regarding partnership schools kura hourua is a significant shift in educational provision for many New Zealand students who struggle most in a conventional system. Having this Act commence on 1 August 2020 is the minimal amount of time for the Ministry of Education and the partnership schools kura hourua to transition. This period of time is necessary to ensure that the care and services that are being provided to children currently in these schools are not diminished, and that necessary and appropriate facilities and systems are developed for this transition.
