Education Amendment Bill (No 2)
Proposed amendment
Nicola Willis, in Committee, to move the following amendment:
Clause 13
Delete clause 13 (page 5, line 31 to page 6, line 23).
Explanatory note
This Supplementary Order Paper amends the Education Amendment Bill (No 2) to delete clause 13. In our view, this clause significantly reduces the independence of the teaching profession and enables greater ministerial control.
While the Government tried to claim they were giving independence to the Teaching Council by changing the composition of it in favour of “democratic representation” in the Education (Teaching Council of Aotearoa New Zealand) Amendment Act 2018, this Bill and specifically this clause takes that independence away and gives it right back to the Minister.
