Proposed amendments
Chris Penk, in Committee, to move the following amendments:
Clause 4
In clause 4, definition of specialist adviser, delete “.”
(page 5, line 3).
In clause 4, after the definition of specialist adviser (page 5, after line 3), insert:
victim has the meaning given to it in section 4 of the Victims’ Rights Act 2002.
Clause 17
In clause 17(2), after paragraph (c) (page 7, after line 36), insert:

the impact of the referral on any victim of an offence to which the conviction or sentence relates; and
Explanatory note
This Supplementary Order Paper amends the Criminal Cases Review Commission Bill to recognise the vulnerable situation of a victim of crime.
More particularly, it inserts a requirement that the Commission consider the impact on victims of referral of a conviction or sentence to an appeal court. This mandatory relevant consideration will provide a minimum level of protection to victims of crime, acknowledging as it does the severe impact on the lives of those whose involvement in the criminal justice system is not the result of their own wrongdoing.
