Climate Change Response (Zero Carbon) Amendment Bill
Proposed amendment
Hon Scott Simpson, in Committee, to move the following amendment:
Clause 4
Replace clause 4 (page 4, lines 12 to 24) with:
4 Section 3 amended (Purpose)
Before section 3(1)(a), insert:
(aa)
contribute to the global effort under the Paris Agreement to hold global average temperature increase to well below 2° Celsius above pre-industrial levels and pursue efforts to limit the temperature increase to 1.5° Celsius above pre-industrial levels; and
(ab)
increase the ability of New Zealand to adapt to the adverse impacts of climate change and foster climate resilience and low greenhouse gas emissions development, in a manner that does not threaten food production; and
Explanatory note
This Supplementary Order Paper amends the Climate Change Response (Zero Carbon) Amendment Bill. It replaces clause 4 to ensure the Purpose section better reflects the language used in the Paris Agreement. If New Zealand legislation is going to mirror the work of an international agreement, it is important the language is accurate and complete.
