Climate Change Response (Zero Carbon) Amendment Bill

Proposed amendment

Hon Scott Simpson, in Committee, to move the following amendment:

Clause 8

In clause 8, replace new section 5V (page 16, lines 6 to 10) with:

5V Contents of emissions budgets

Each emissions budget must state the total emissions that will be permitted for the relevant emissions budget period, expressed as,—

(a)

for all greenhouse gases other than biogenic methane, a net quantity of carbon dioxide equivalent; and

(b)

for biogenic methane, tonnes of methane.

Explanatory note

This Supplementary Order Paper (SOP) amends the Climate Change Response (Zero Carbon) Amendment Bill by replacing the provision relating to contents of emissions budgets. We heard the Parliamentary Commissioner for the Environment advise the select committee that, in order for emissions budgets to truly act as stepping stones, emissions budget targets should be split gas. This SOP makes the necessary amendment.
