Proposed amendments
Matt Doocey, in Committee, to move the following amendments:
Clause 8
In clause 8(2)(a)(iiia), after “public health approaches”
(page 4, line 33), insert “, health economics approaches,”

Clause 11
In clause 11(1)(c), after “wellbeing”
(page 5, line 30), insert “(including assessing against any targets recommended under paragraph (ca))”
.
In clause 11(1)(ca), after “wellbeing”
(page 5, line 33), insert “, including recommending targets that provide clear and specific actions to be undertaken to improve people’s mental health and wellbeing”
.
After clause 11(1)(d) (page 5, after line 37), insert:
(da)
to promote alignment and collaboration in research undertaken in respect of the effectiveness of approaches to mental health and wellbeing, including identifying gaps in the evidence base and promoting research to address those gaps; and
In clause 11(3)(a) (page 6, line 7), after “evidence”
insert “and research”

After clause 11(3) (page 6, after line 15), insert:
(3A)
The Commission must promote a social investment approach in carrying out its functions under this Act.
Explanatory note
This Supplementary Order Paper amends the Mental Health and Wellbeing Commission Bill (the Bill) in the follow ways:
it amends clause 8(2)(a) of the Bill to add “public health approaches” to the list of matters that board members should have knowledge, understanding, and experience of.
it amends clause 11(1)(ca) to specify that the Commission’s function of making recommendations to improve the effectiveness, efficiency, and adequacy of approaches to mental health and wellbeing, includes the function of recommending targets that provide clear and specific actions to be undertaken to improve people’s mental health and wellbeing. Clause 11(1)(c) is also amended to clarify that reporting against those targets is also a function of the Commission.
it further amends Clause 11(1) to add an additional function of the Commission of promoting alignment and collaboration in research undertaken in respect of the effectiveness of approaches to mental health and wellbeing.
it amends clause 11(3)(a) to require the Commission to have regard to research when performing its functions.
it amends clause 11 to insert a new clause 11(3A), which requires the Commission to promote a social investment approach in carrying out its functions.
