Proposed amendments
Brooke van Velden, in Committee, to move the following amendments:
Clause 4
In clause 4, in the definition of health strategy, after paragraph (e) (page 7, after line 6), insert:

the Rural Health Strategy

After clause 10(1)(a)(v) (page 13, after line 2), insert:

Clause 29
After clause 29(1)(a)(v) (page 24, after line 13), insert:

New clause 40B
After clause 40A (page 28, after line 24), insert:
40B Rural Health Strategy
(1)
The Minister must prepare and determine a Rural Health Strategy.
(2)
The purpose of the Rural Health Strategy is to provide a framework to guide health entities in improving health outcomes for rural people.
(3)
The Rural Health Strategy must—
(a)
contain an assessment of the current state of health outcomes for rural people and the performance of the health sector in relation to rural people; and
(b)
contain an assessment of the medium and long-term trends that will affect the health of rural people and health sector performance; and
(c)
set out priorities for services and health sector improvements relating to the health of rural people, including workforce development.
(4)
Subsection (3) does not limit what may be included in the Rural Health Strategy.
Schedule 1
In Schedule 1, clause 2(1), after “the Women’s Health Strategy”
(page 63, lines 32 and 33), insert “, and the Rural Health Strategy”
.
Explanatory note
This Supplementary Order Paper amends the Pae Ora (Healthy Futures) Bill to require that a Rural Health Strategy be made for the health system. Rural health was mentioned over 80 times in the New Zealand Health and Disability System Review, and it was identified that people living in rural towns can have poorer health outcomes and lower life expectancy. However, there is no rural health strategy in this bill. New Zealanders in agriculture, farming, tourism, forestry, and many other rural sectors are often forgotten by this Government. A rural health strategy would increase accountability for rural health outcomes.
