Proposed amendments
Brooke van Velden, in Committee, to move the following amendments:
Clause 4
In clause 4, in the definition of health strategy, after paragraph (e) (page 7, after line 6), insert:

New clause 40C
After clause 40A (page 28, after line 24), insert:
40C Medicines Strategy
(1)
The Minister must prepare and determine a Medicines Strategy.
(2)
The purpose of the Medicines Strategy is to provide a framework for the acquisition of medicines to improve the health of New Zealanders.
(3)
The Medicines Strategy must—
(a)
contain an assessment of the current state of medicines acquisition capabilities and the performance of the health sector in relation to the acquisition and provision of medicines; and
(b)
contain an assessment of the medium and long-term trends that will affect medicines acquisitions, medicines access, and health sector performance; and
(c)
set out priorities for improving medicines acquisition and access.
(4)
Subsection (3) does not limit what may be included in the Medicines Strategy.
Schedule 1
In Schedule 1, clause 2(1), after “the Women’s Health Strategy”
(page 63, lines 32 and 33), insert “, and the Medicines Strategy”
.
Explanatory note
This Supplementary Order Paper amends the Pae Ora (Healthy Futures) Bill to require a Medicines Strategy be made for the health system. Kiwis continue to struggle to access publicly funded medicines, yet this Bill leaves Pharmac and access to medicines untouched. It is not possible to truly reform the healthcare system without considering the role medicines play in the lives of New Zealanders. A Medicines Strategy would increase oversight, transparency, and a direction of travel for medicines access in our health system.
