Explanatory note
This Supplementary Order Paper amends the Pae Ora (Healthy Futures) Bill to remove the Māori Health Authority from the bill.
The Māori Health Authority is an exercise in co-governance. It puts identity before health. What New Zealand needs is a modern healthcare system that empowers people to get the healthcare that they truly need and deserve, not a system that increases bureaucracy and red tape through division.
If Health New Zealand and the Māori Health Authority cannot agree on health plans, the Minister must arbitrate. There will be two power structures in the health system, one for tangata whenua and another for tangata Tiriti.
This amendment removes the Māori Health Authority because ACT wants to strengthen the healthcare system, not divide it.
