Dr Elizabeth Kerekere, in Committee, to move the following amendments:
Clause 4
In clause 4, in the definition of health strategy, after paragraph (e) (page 7, after line 6), insert:

the Rainbow Health Strategy

After clause 10(1)(a)(v) (page 13, after line 2), insert:

After clause 40A (page 28, after line 24), insert:
40B Rainbow Health Strategy
(1)
The Minister must prepare and determine a Rainbow Health Strategy.
(2)
The purpose of the Rainbow Health Strategy is to provide a framework to guide health entities in improving health outcomes for Rainbow people.
(3)
The Rainbow Health Strategy must—
(a)
contain an assessment of the current state of health outcomes for Rainbow people and the performance of the health sector in relation to Rainbow people; and
(b)
contain an assessment of the medium and long-term trends that will affect the health of Rainbow people and health sector performance; and
(c)
set out priorities for services and health sector improvements relating to the health of Rainbow people, including workforce development.
(4)
Subsection (3) does not limit what may be included in the Rainbow Health Strategy.
(5)
In this section, Rainbow people means people with diverse—
(a)
sexualities:
(b)
gender identities:
(c)
gender expressions:
(d)
sex characteristics.
Schedule 1
In Schedule 1, clause 2(1), after “the Women’s Health Strategy”
(page 63, lines 32 and 33), insert “, and the Rainbow Health Strategy”
.
Explanatory note
This Supplementary Order Paper amends the Pae Ora (Healthy Futures) Bill. Its purpose is to protect, promote, and improve the health of, and build healthy futures specifically for, Rainbow people. It will do this by requiring a health strategy for Rainbow people that provides for their specific circumstances and needs. Historically that has not happened, and without a legislatively required dedicated strategic approach, the health of Rainbow people is unlikely to be sufficiently addressed. It would also ensure that health issues which specifically or disproportionately affect Rainbow people can be addressed proactively across the whole health system. This change would more effectively fulfil the Government’s promise to “provide better access, support and treatment for our Rainbow communities through our health system and ensure our healthcare system is responsive to the needs of trans, intersex and gender diverse people”.
