Proposed amendments
Dr Shane Reti, in Committee, to move the following amendments:
Clause 4
In clause 4, in the definition of health strategy, after paragraph (e) (page 7, after line 6), insert:
(f)
the Older People’s Health Strategy
Clause 10
After clause 10(1)(a)(v) (page 13, after line 2), insert:

Older People’s Health Strategy; and
Clause 29
After clause 29(1)(a)(v) (page 24, after line 13), insert:

Older People’s Health Strategy:
New clause 40B
After clause 40A (page 28, after line 24), insert:
40B Older People’s Health Strategy
(1)
The Minister must prepare and determine an Older People’s Health Strategy.
(2)
The purpose of the Older People’s Health Strategy is to provide a framework to guide health entities in improving health outcomes for older people.
(3)
The Older People’s Health Strategy must—
(a)
contain an assessment of the current state of health outcomes for older people and the performance of the health sector in relation to older people; and
(b)
contain an assessment of the medium and long-term trends that will affect the health of older people and health sector performance; and
(c)
set out priorities for services and health sector improvements relating to the health of older people, including workforce development.
(4)
Subsection (3) does not limit what may be included in the Older People’s Health Strategy.
Schedule 1
In Schedule 1, clause 2(1), after “the Women’s Health Strategy”
(page 63, lines 32 and 33), insert “, and the Older People’s Health Strategy”
.
Explanatory note
This Supplementary Order Paper amends the Pae Ora (Healthy Futures) Bill by adding an Older People’s Health Strategy. This amendment brings into one place any other references in the bill to older people. An aging population is placing increasing stress on the care of older people and requires its own unique strategy. Treasury has expressed two long-term fiscal concerns for New Zealand: superannuation and aged care. The care of older people requires a multi-agency collaborative approach with measurable health outcomes.
