Proposed amendment
Dr Shane Reti, in Committee, to move the following amendment:
Clause 7
In clause 7, before paragraph (a) (page 11, before line 1), insert:
(aa)
above all, the health sector should focus on health need, which takes primacy over those principles set out in paragraphs (a) to (e):
Explanatory note
This Supplementary Order Paper amends the Pae Ora (Healthy Futures) Bill to ensure that pre-eminence is given to the most important principle in a health system, namely health need. This means that those who have the greatest need receive the resources, regardless of other factors such as ethnicity or socioeconomic position. It is recognised that across many health domains, Māori have the greatest health need. This Supplementary Order Paper embeds the primacy of the principle of health need.
