Explanatory note
This Supplementary Order Paper amends the Oversight of Oranga Tamariki System and Children and Young People’s Commission Bill. Currently, the bill excludes reports of independent reviews of the Independent Monitor of the Oranga Tamariki System from the reports that must be provided to the Minister responsible for the Monitor, the Minister responsible for the administration of the Oranga Tamariki Act 1989, the chief executive of an agency that is subject of the report, Ombudsmen, and the Children and Young People’s Commission.
As noted in the bill commentary, if the Monitor carried out a review on their own initiative, it is likely that this would be because they had identified issues with the Oranga Tamariki system, or were investigating areas for improvement. The findings of such a review, in the form of a final report, should be provided as for reports prepared under clauses 21 to 24.
This Supplementary Order Paper also adds the chief executive of Oranga Tamariki to the list of recipients of all final reports prepared by the Monitor.
