This Supplementary Order Paper requires the members of the board of a water services entity to, collectively, have knowledge of, and experience and expertise in relation to, financial management. It also requires that half of the board members have knowledge of, and experience and expertise in relation to, performance monitoring and governance, and network infrastructure industries.

The purposes of this amendment is to ensure that there is a check on the board being stacked with political appointees without governance or water infrastructure experience. It is to also ensure that there is at least one member on the board who has financial expertise, which, given the likely significant financial liabilities and risks to be borne by the entities is essential.
