Explanatory note
This Supplementary Order Paper amends the Bill to replace the expression “Te Mana o te Wai”
with “regional water quality”
.
Te Mana o te Wai has a vague meaning, which is based on inherently spiritual or moral qualities, rather than clear science-based definitions of water quality. This amendment clarifies that the purpose of the Act is to ensure drinking, waste and stormwater quality is maintained and improved at a regional level.
