Proposed amendments
Debbie Ngarewa-Packer, in Committee, to move the following amendments:
Clause 13
In clause 13, after subsection (2) (page 10, after line 34), insert:
(2A)
At least 1 of the members must have local perspectives in the severe weather events affected areas of mana whenua, mātauranga Māori, tikanga, and te ao Māori.
In clause 13, replace subsection (3) (page 10, line 35 to page 11, line 11) with:

In appointing members of the Panel, the Minister must consider appointing members with knowledge, experience, or expertise in relation to 1 or more of the folowing matters:
(a)
law (including, if possible, the Māori land tenure system under Te Ture Whenua Maori Act 1993), public administration, or local government:
(b)
environmental protection, biodiversity, or climate change:
(c)
local Māori or community interests in the severe weather events affected areas (whether that knowledge, experience, or expertise is local, regional, or applies more widely in the severe weather events affected areas:
(d)
emergency response and recovery.
Explanatory note
This Supplementary Order Paper amends the Severe Weather Emergency Recovery Legislation Bill. In the Bill, the Minister must consider appointing members to the Severe Weather Events Recovery Review Panel with “local perspectives in the severe weather events affected areas of mana whenua, mātauranga Māori, tikanga, and te ao Māori”. This amendment would remove the word “consider”, so it is a requirement for the Minister to ensure that Māori perspectives are part of the makeup of the Severe Weather Events Recovery Review Panel. This would guarantee Māori rights to representation are upheld in the emergency management process.
