Explanatory note
This Supplementary Order Paper ensures that the Severe Weather Events Recovery Review Panel has a membership that is better able to carry out its (albeit very limited) functions. Given that one of the purposes of the legislation is to facilitate the delivery of infrastructure, it makes sense that there is someone with actual infrastructure expertise on the panel. The legislation is going to apply overwhelmingly to rural people, especially farmers. It is vital that a specific representative of rural communities and farmers is included, if only to ensure that rural communities and farmers have input and are aware of the orders being made.
