Proposed amendment
Simon Court, in Committee, to move the following amendment:
Clause 6
In clause 6, after new section 9(4) (page 10, after line 8), insert:
(5)
The terminal gate price must publicly list as part of the overall price—
(a)
the total excise duty and excise-equivalent duty included in the price (as cents per litre); and
(b)
the total amount likely to be paid at the current market price of New Zealand units under the emissions trading scheme (as cents per litre).
(6)
In subsection (5),—
emissions trading scheme has the same meaning as in the Climate Change Response Act 2002
excise duty has the same meaning as in the Land Transport Management Act 2003
excise-equivalent duty has the same meaning as in the Land Transport Management Act 2003
New Zealand units has the same meaning as in the Climate Change Response Act 2002.
Explanatory note
This Supplementary Order Paper amends the Fuel Industry Amendment Bill. For the market to work appropriately as envisaged under the Fuel Industry Act 2020, there should be full transparency of the level of costs imposed at the terminals and being passed onto customers.
