Explanatory note
This Supplementary Order Paper amends Supplementary Order Paper No 389 amending the Natural and Built Environment Bill to delete references to “mātauranga Māori”.
Mātauranga Māori is defined in other law as “Māori traditional knowledge”; however it is undefined in this Bill. It is difficult to assess what this will mean in practice, as it essentially is a concept that is founded in oral tradition, from a select group of experts, and is difficult to contest for its reliability. It is more expansive than scientifically derived fact, as it includes spiritual, cultural, and other beliefs. Environmental law should be based, and claims questioned, on the basis of scientifically testable fact.
