Proposed amendments
Simon Court, in Committee, to move the following amendments:
Clause 10
After clause 10(1) (page 11, after line 12), insert:

Replace section 27(3) with:
(3)
Each entity’s regional representative group must include territorial authority representatives.
(3A)
One non-voting mana whenua representative must be appointed to provide advice on whether provisions of any relevant Treaty settlement Act may affect the operation of the water services entity.
New clause 10A
After clause 10 (page 11, after line 15), insert:
10A Section 33 amended (Method of appointing mana whenua representatives to regional representative group)
In section 33, replace “mana whenua representatives” with “a mana whenua representative”.
Explanatory note
This Supplementary Order Paper amends the Water Services Entities Amendment Bill. It is important that the owners of the water infrastructure are the governing group of the water services entity (WSE). Where there are Treaty settlement Act clauses that may affect operations of the WSE, it is important that these are relayed at the highest level so that settlements are upheld. For this reason, one non-voting mana whenua representative is proposed to sit on the group to provide advice on Treaty settlements.
