Proposed amendments
Lan Pham, in Committee, to move the following amendments:
Clause 24AC
In clause 24AC, replace subclause (1) (page 43, lines 11 to 16) with:
(1)
The Department of Conservation must, not later than 5 working days after it receives the information under section 24AB,—
(a)
invite written comments on the proposed land exchange from—
(i)
the persons and groups referred to in section 24M; and
(ii)
any groups with recognised negotiation mandates for, or current negotiations for, Treaty settlements in the area of the proposed land exchange; and
(b)
publicly notify details of the proposed land exchange, and provide a process for any interested persons or organisations to lodge written comments on the proposed land exchange.

Explanatory note
This Amendment Paper amends the Fast-track Approvals Bill to require public consultation on land exchange proposals.
The Department of Conservation administers the conservation estate on behalf of the Crown, effectively for all New Zealanders. There therefore should be an opportunity for public input into the assessment of whether a land exchange will achieve a net gain.
