Fast-track Approvals Bill

Proposed amendments

Steve Abel, in Committee, to move the following amendments:

Clause 24X

In clause 24X(3), replace “and the Minister for Māori Development” (page 65, line 30) with “, the Minister for Māori Development, the Minister for the Environment, and the Minister of Conservation”.

In clause 24X, replace subclause (4) (page 65, lines 31 to 34) with:

Those Ministers must be allowed 5 working days to comment on the draft report, its assessment of each approval in relation to,—

(a)

for the Minister for Māori Crown Relations: Te Arawhiti and the Minister for Māori Development, each relevant Treaty settlement:

(b)

for the Minister for the Environment and the Minister of Conservation, the environmental and conservation impacts of the project,—

and any conditions relevant to that assessment, before the panel makes its decisions on the approvals sought in the substantive application.

Explanatory note

This Amendment Paper amends the Fast-track Approvals Bill. The Minister for the Environment and the Minister of Conservation should be consulted by an expert panel in preparing its reports.
