This Amendment Paper amends the Fast-track Approvals Bill. It would require applicants to include a description of how a land exchange would provide for like-for-like exchange of values.

The Bill does not acknowledge or respect any of the limits on land exchanges as established in the Conservation General Policy. The Bill currently allows for a loss of a biodiversity value to be exchanged for a gain in historic value, resulting in a net loss for biodiversity.
