Ricardo Menéndez March, in Committee, to move the following amendment:
Clause 15
In clause 15, replace new section 236B(4)(a)(i) (page 19, lines 12 to 15) with:
(i)
each of which is a position—
(A)
with a community or voluntary sector organisation that MSD is satisfied is able to provide P with safe working conditions; and
(B)
that MSD is satisfied would provide P with skills and experience to support P’s future work or training; and
(C)
that MSD is satisfied is otherwise reasonably suitable; and
Explanatory note
This Amendment Paper amends the Social Security Amendment Bill. This amendment ensures that community work experience is only imposed when the Ministry of Social Development is confident that the voluntary work will develop the beneficary’s skills to support future work or training, and that there is an appropriate health and safety management plan so that the sanctioned beneficary is kept safe when volunteering. Neither beneficiaries or volunteer organisations will benefit if their involvement is only a punishment and the beneficiary sees no benefit from the work experience.
