Clause 15
In clause 15, after new section 236A(4) (page 17, after line 19), insert:
(4A)
For the purposes of subsection (4) and any regulations made under section 418(1)(ia), the prescribed proportion must be based on P’s total income after housing costs.
Clause 54
In clause 54(1), new paragraph (ia) of section 418(1), after “subsection)” (page 47, line 21), insert “, provided that that prescribed proportion is based on P’s total income after housing costs”.
Clause 61
In clause 61, new regulation 163A(1), after “half” (page 50, line 29), insert “of P’s total income after housing costs”.
Explanatory note
This Amendment Paper amends the Social Security Amendment Bill to ensure that the proportion of a beneficiary’s income that is put on a payment card for the purpose of money management is calculated based on their income after housing costs. This will help ensure that nobody would be unable to pay rent because too much of their income is on a payment card. Currently, beneficiaries spend approximately half of their income on rent.
