In clause 57, heading to new section 217KA, replace “Minister”
(page 39, line 16) with “Secretary for the Environment”

(page 39, line 18) with “Secretary for the Environment”

In clause 57, new section 217KA(1)(a), replace “Minister”
(page 39, line 20) with “Secretary for the Environment”

(page 39, lines 22 and 23).

Explanatory note
This Amendment Paper amends the Resource Management (Consenting and Other System Changes) Amendment Bill. It would amend new section 217KA so that the Secretary for the Environment, not the Minister, approves industry organisations to certify or audit freshwater farm plans. Ministers should not be approving industry organisations as this leaves them open to influence and lobbying. It would be better for these decisions to be made by a public servant.
