Proposed amendment
Hon Julie Anne Genter, in Committee, to move the following amendment:
Clause 4: new section 65P
In clause 4, new section 65P(1) after paragraph (a) (page 13, after line 30), insert:
(aa)
a motor vehicle that is registered to a person who holds an approved disabled person’s parking permit (as defined in clause 1.6 of the Land Transport (Road User) Rule 2004); or
Explanatory note
This Amendment Paper amends clause 4, new section 65P of the Land Transport Management (Time of Use Charging) Amendment Bill to exempt vehicles that are registered to a holder of an approved disability parking permit from being liable to pay a time of use charge. We agree with the Bill taking a narrow approach to exemptions. However, the Bill should make exemption for mobility parking permit holders. People with mobility disabilities may have fewer choices for changing their travel plans in response to time of use pricing. Mobility vehicles are commonly exempted from time of use pricing schemes around the world. London, New York City, and Stockholm all provide for exemptions for vehicles registered to a person who holds a mobility parking permit. There are currently at least 170,000 mobility parking permit holders in New Zealand, out of 3.8 million full driver’s licence holders.
