Land Transport Management (Time of Use Charging) Amendment Bill
Proposed amendment
Hon Julie Anne Genter, in Committee, to move the following amendment:
Clause 4: new section 65X
In clause 4, new section 65X(3)(b), replace “land” (page 19, line 25) with “public and active”.
Explanatory note
This Amendment Paper amends clause 4 of the Land Transport Management (Time of Use Charging) Amendment Bill to require an investment agreement to prioritise public and active transport rather than just land transport activities. When congestion pricing schemes have been put in place overseas, most of the surplus revenue has gone into additional public transport services, reducing fares, or improving active transport. A particularly notable case of this is in Stockholm. Congestion pricing revenue was initially used to pay for road improvements in and around the city, but are now used to fund new public transport infrastructure—and the same requirements apply now in Gothenburg. The vast majority of revenue in London has been used for public transport improvements, and New York City has exclusively funded public transport projects. Requiring revenue to be spent on public and active transport infrastructure and services should be an explicit requirement of scheme revenue, once the costs of operation are covered. Further investment in infrastructure projects that increase or maintain car dependency by induced demand will mean the time of use scheme will not be as effective in actually reducing congestion; public and active transport infrastructure projects routinely reduce congestion in the immediate and long term. This amendment will require investment agreements to prioritise investment and public and active transport activities to better support congestion reduction and alternatives for travelling through the scheme area.
