Clause 8
In clause 8, new section 127(2)(e)(ii), replace “teaching and learning programmes”
(page 4, lines 35 and 36) with “local curriculum”

Schedule 2
In Schedule 2, new regulation 7(1)(f)(ii) inserted into Education (School Planning and Reporting) Regulations 2023 (SL 2023/155), replace “teaching and learning programmes”
(page 14, line 15) with “local curriculum”

Explanatory note
This Amendment Paper amends the Education and Training Amendment Bill (No 2). Teaching and learning programmes are not the same thing as local curriculum. There were concerns raised during the select committee that the wording change would remove the ability for boards to develop local tailored curriculum that may not fit the definition of “teaching and learning programmes” and, rather, it signals a move towards centralisation. The best way to engage students is when they can see themselves reflected in the curriculum, so it is vital that boards are empowered to develop local curriculum.
