Explanatory note

This Amendment Paper amends the Animal Welfare (Regulations for Management of Pigs) Amendment Bill.

The Ministry for Primary Industries (MPI) recommended a 5-year transition period for the farrowing and mating stall regulations, in line with the previous transition time frame.

The 5-year transition timeline was previously implemented to balance the need to be responsive to the High Court’s findings, and to give farmers time to invest in upgrades.

This amendment would also align the transition period for grower pig regulations with the date for farrowing and mating stall regulations.

Unlike the 5-year transition for the farrowing and mating stall regulations, MPI recommended a 10-year time frame for the grower pig regulations. This was because farrowing and mating stall regulations faced an extra 5 years of transition between 2020 and 2025. However, that is the consequence of obstructive delay by the Government, not an intentional transition period.

Initial MPI advice also recommended a 6–month transition period for the mating stall regulations. That was based on NZ Pork’s view that no transition period was needed if there was at least 6 months’ notice.
