This Amendment Paper amends the Electoral Amendment Bill. The bill prohibits the provision of free food or drink within 100 metres of a polling place, except if it is part of the ordinary course of business. The Independent Electoral Review identified that the existing treating provisions “might mean that such great care is taken not to treat voters that it prevents behaviour that is acceptable, such as providing ordinary hospitality. In particular, the current offence fails to acknowledge manaakitanga, where hospitality shows connection, kindness and respect in Māori culture. Hospitality is also important in many other cultures”. This Amendment Paper would exempt marae from the new offence prohibiting the provision of free food or drink within 100 metres of a polling place.
