Proposed amendments
Tamatha Paul, in Committee, to move the following amendments:
Clause 13
In clause 13, before subclause (1) (page 14, before line 24), insert:
(1AAA)
A person who wishes to submit an expression of interest for a licence to the Secretary may do so only if the person is—
(a)
the Lotteries Commission; or
(b)
a corporate society that holds a class 4 operator’s licence for gambling.
Clause 15
In clause 15(1), before paragraph (a) (page 16, before line 11), insert:
(aa)
the person is—
(i)
the Lotteries Commission; or
(ii)
a corporate society that holds a class 4 operator’s licence for gambling; and
Schedule 2
In Schedule 2, after the item relating to section 68(1)(c)(ii) of the Gambling Act 2003 (page 52, after line 26), insert:
After section 238, insert as subsection (2):

In addition to the functions in subsection (1), the Lotteries Commission may apply for and operate a licence to conduct online casino gambling for the purpose of generating profits for distribution by the New Zealand Lottery Grants Board.
Explanatory note
This Amendment Paper amends the Online Casino Gambling Bill. This amendment limits licence applicants to the New Zealand Lotteries Commission and Pokie Trusts, with a clear requirement that net earnings will be distributed in the same manner as pertains to lotto and pokies.
