New clause 4A
After clause 4, insert:
4A Act to give effect to Treaty of Waitangi
This Act shall so be interpreted and administered as to give effect to the principles of the Treaty of Waitangi.
Explanatory note
This Amendment Paper amends the Online Casino Gambling Bill. Māori are disproportionately affected by problem gambling. Evidence from the WAI 1909 claim shows that when gambling products are expanded without adequate protections, Māori communities suffer disproportionate harm. This bill risks repeating those historical breaches.
