Proposed amendments
Ricardo Menéndez March, in Committee, to move the following amendments:
Clause 5
In clause 5, definition of gambling,—
(a)
in paragraph (a), replace “; but”
(page 8, line 23) with “; and”
; and
(b)
after paragraph (a) (page 8, after line 23), insert:
(ab)
includes, in relation to video games, in-game purchases linked to elements of chance, such as loot boxes; but
In clause 5, definition of online casino gambling, after paragraph (a)(ii) (page 9, after line 35), insert:
(iia)
to play a video game, whether alone or with others, that includes in-game purchases linked to elements of chance, such as loot boxes; or
In clause 5, definition of online casino gambling technology, paragraph (a), after “firmware,”
(page 10, line 8), insert “video gaming device”
.
In clause 5, insert in their appropriate alphabetical order:
loot box, in relation to a video game, means a virtual container, however described, that—
(a)
can be purchased or unlocked within the game; and
(b)
rewards players with an in-game digital item, where the exact reward the player is to receive is not disclosed to the player prior to purchase
video game means digital content, in the form of visual images produced electronically and shown as a moving picture, that is designed for use wholly or principally as a game
Explanatory note
This Amendment Paper amends the Online Casino Gambling Bill to include video games that include in-game purchases linked to elements of chance, such as loot boxes, within the scope of the Bill.
