These regulations are administered by the Department of Internal Affairs.

Pursuant to section 40 of the Passports Act 1992, Her Excellency the Governor-General, acting on the advice and with the consent of the Executive Council, makes the following regulations.

1 Title

(1)

These regulations are the Passport (Fees) Amendment Regulations 2005.

(2)

In these regulations, the Passport (Fees) Regulations 19961 are called the “principal regulations”.

2 Commencement

These regulations come into force on the day after the date of their notification in the Gazette.

3 Interpretation

Regulation 2 of the principal regulations is amended by inserting, in its appropriate alphabetical order, the following definition:

passports office means an office that is responsible for issuing passports, certificates of identity, and refugee travel documents

4 New regulation 3 substituted

The principal regulations are amended by revoking regulation 3, and substituting the following regulation:

3 Fees

(1)

The fees set out in Part 1 of the Schedule are payable for the matters set out in that Part, with different fees payable for—

(a)

an application lodged at a passports office in New Zealand or forwarded to a passports office in New Zealand from a New Zealand overseas mission or New Zealand overseas post; and

(b)

an application lodged at a passports office in London or Sydney or forwarded to a passports office in London or Sydney from a New Zealand overseas mission or New Zealand overseas post.

(2)

The fees set out in Part 2 of the Schedule are payable for the matters set out in that Part, being services provided by a New Zealand overseas mission or New Zealand overseas post (not being a passports office in London or Sydney).

5 Priority service fee

Regulation 4(1) of the principal regulations is amended by—

(a)

omitting the expression “paragraph 10”, and substituting the words “item 6 of Part 1”; and

(b)

omitting the words “, renewal, or endorsement”.

6 Callout fee

Regulation 5 of the principal regulations is amended by—

(a)

omitting the expression “paragraph 11”, and substituting the words “item 7 of Part 1” ; and

(b)

omitting the words “, renewal, or endorsement”.

7 Exemption in respect of urgent travel for death or serious illness

Regulation 7 of the principal regulations is amended by—

(a)

omitting from paragraph (c) the words “application; and”, and substituting the word “application.”; and

(b)

revoking paragraph (d).

8 New Schedule substituted

The principal regulations are amended by revoking the Schedule, and substituting the Schedule set out in the Schedule of these regulations.

Explanatory note

This note is not part of the regulations, but is intended to indicate their general effect.

These regulations, which come into force on the day after their notification in the Gazette, amend the Passport (Fees) Regulations 1996.

Passports are now only issued by passports offices in New Zealand, London, and Sydney.

Overseas missions and overseas posts of the Ministry of Foreign Affairs and Trade may receive and check applications and forward them to a passports office in New Zealand, London, or Sydney (for which an additional handling fee of $50 is now payable). Overseas missions and overseas posts will continue to issue emergency travel documents.

The fees for various applications processed in New Zealand increase as follows:

  • the fee for an adult passport increases from $71 to $150:

  • the fee for a child passport increases from $36 to $80:

  • the fee for a refugee travel document or certificate of identity increases from $35 to $80:

  • the priority service fee for urgent applications increases from $75 to $150:

  • the callout fee payable when staff must work outside ordinary working hours increases from $330 to $500.

The fees charged by passports offices in London and Sydney are also increased.

Amendments are also made—

  • to remove references to the endorsement of passports and certificates of identity because the Passports Act 1992 no longer allows endorsement of these documents; and

  • to remove references to the renewal of passports and other travel documents because they are no longer renewed; new documents are issued instead.
