Explanatory note
This note is not part of the regulations, but is intended to indicate their general effect.
These regulations, which come into force on 1 April 2014, amend the Energy Efficiency (Energy Using Products) Regulations 2002 (the principal regulations).
Schedule 1 of the principal regulations incorporates, by reference, standards for minimum energy performance and testing for certain product classes. Schedule 1 is amended to—
reincorporate, by reference, the minimum energy performance standard applicable to computer monitors (to give effect to an amendment made to that standard on 19 August 2013); and
reincorporate, by reference, the minimum energy performance standard applicable to computers (to give effect to an amendment made to that standard on 22 March 2013); and
incorporate, by reference, the latest versions of the minimum energy performance standards applicable to existing classes of air conditioners and heat pumps; and
incorporate, by reference, a minimum energy performance standard and testing standards for an additional product class: multiple split-system air conditioners and air-to-air heat pumps.
Schedule 2 of the principal regulations incorporates, by reference, standards for mandatory energy performance labelling and testing for certain product classes. Schedule 2 is amended to—
reincorporate, by reference, the mandatory energy performance labelling standard applicable to computer monitors (to give effect to an amendment made to that standard on 19 August 2013); and
incorporate, by reference, the latest version of the mandatory energy performance labelling standard applicable to an existing class of air conditioners and heat pumps.
By virtue of regulations 17 and 18 of the principal regulations, the amendments made by these regulations in respect of a product class apply only to items in that product class that were manufactured in New Zealand, or imported into New Zealand, on or after 1 April 2014.
Access to material that these regulations incorporate by reference into the principal regulations is facilitated by the chief executive of the Ministry of Business, Innovation, and Employment in the ways required by section 52 of the Legislation Act 2012.
