Explanatory note

This note is not part of the regulations, but is intended to indicate their general effect.

These regulations, which come into force on 28 March 2014, amend the Electronic Identity Verification Regulations 2013 (the principal regulations), which are made under the Electronic Identity Verification Act 2012 (the Act).

The Act provides for the Electronic Identity Verification Service (the Service). Among other things, the Service enables a person to verify his or her identity by electronic means in order to meet the identification requirements of participating agencies in relation to certain transactions and services. The Service also enables entities that are declared by regulations to be participating agencies to verify a person's identity by electronic means, provided that they have the person's consent to verification using the Service.

These regulations add the following entities to the list of participating agencies, declaring them to be participating agencies for the purposes of the Act:

  • Datacom Payment Manager Limited:

  • European Financial Services Limited:

  • First Credit Union:

  • Hospitality New Zealand Incorporated:

  • Personal Information Management Limited.

These regulations also relocate the list of participating agencies in regulation 4(e) of the principal regulations to a new Schedule 1 for ease of reference and amendment.

Issued under the authority of the Legislation Act 2012.

Date of notification in Gazette: 27 February 2014.

These regulations are administered by the Department of Internal Affairs.
