Pursuant to section 1(3) of the Finance Act 1991, His Excellency the Governor-General makes the following order,—

(a)

acting on the advice and with the consent of the Executive Council; and

(b)

being satisfied as referred to in section 1(10) and (11) of the Finance Act 1991.
