These regulations are administered by the Ministry of Social Development.

These regulations are made under section 132AB of the Social Security Act 1964 on the advice and with the consent of the Executive Council.

Regulations

1 Title

These regulations are the Social Security (Temporary Additional Support) Amendment Regulations 2018.

2 Commencement

(1)

These regulations come into force on 1 April 2018.

(2)

However regulations 6, 7, and 8 and the cross-heading above regulation 6 come into force on 1 July 2018.

3 Principal regulations

These regulations amend the Social Security (Temporary Additional Support) Regulations 2005 (the principal regulations).

Amendments on 1 April 2018

4 Schedule 1 amended

In Schedule 1, after clause 5(g), insert:

(h)

the Families Package (Transitional Assistance) Programme.

5 Schedule 2 amended

In each provision of Schedule 2 of the principal regulations listed in the first column of the Schedule of these regulations, replace the amount set out opposite that provision in the second column with the amount set out opposite that provision in the third column.

Amendments on 1 July 2018

6 Regulation 13 amended (Prescribed amount of support: exceptions)

In regulation 13, examples 1 and 2, replace “MF” with “MG”.

7 Schedule 1 amended

(1)

In Schedule 1, clause 3(a), after “unsupported child’s benefit,”, insert “a winter energy payment,”.

(2)

In Schedule 1, clause 3(b), replace “MF” with “MG”.

8 Schedule 3 amended

In Schedule 3, clause 1(b), replace “MF” with “MG”.

Explanatory note

This note is not part of the regulations, but is intended to indicate their general effect.

The amendments that come into force—

  • on 1 April 2018—

    • increase the limits on certain allowable costs for which temporary additional support may be granted to reflect a 1.36% increase in the New Zealand Consumers Price Index from the December 2016 quarter to the December 2017 quarter (calculated for all quarters using the New Zealand Consumers Price Index (All Groups), excluding cigarettes and other tobacco products); and

    • exclude, from chargeable income, payments made under the Families Package (Transitional Assistance) Programme:

  • on 1 July 2018—

    • exclude, from chargeable income, winter energy payments; and

    • include, as chargeable income, Best Start tax credits.
