Explanatory note

This note is not part of the order, but is intended to indicate its general effect.

This order, which comes into force on 29 July 2022, inserts the name of the Climate Change Chief Executives Board (the board) into Part 3 of Schedule 2 of the Public Service Act 2020 (the principal Act), as an interdepartmental executive board serviced by the Ministry for the Environment.

The board is being established to—

  • co-ordinate implementation of New Zealand’s emissions reduction plan, including implementation of cross-agency actions and strategies; and

  • monitor and report on overall progress towards achieving the emissions reduction plan, including sector sub-targets; and

  • provide advice to Ministers in relation to the emissions reduction plan; and

  • undertake the existing functions of the Climate Change Chief Executives Board that was established by Cabinet.

As a result of the order, the board becomes a public service agency to which the principal Act applies. The principal Act governs the board’s responsibilities, powers, and working arrangements, and the selection of board members.

Issued under the authority of the Legislation Act 2019.
